IPX-7 Water Protection: The International Electrotechnical Commision, or IEC, classifies and rates the degree of protection provided against the intrusion of water into a system that would suffer from damage were that to happen. The APM Binoculars have an IPX-7 rating, which means they are capable of withstanding water entry for up to 30 minutes in 1 meter of water. The term "eye relief" has to do with where your eye has to be placed to see the full image being produced.
